Moving Washington County Forward and Putting People First.
- Promoting Job Growth and Economic Development:
Dick continues to build strong, new Washington County/private economic development partnerships that can attract additional family wage jobs for our residents. He believes County efforts must also be coordinated with the Cities of Beaverton's and Hillsboro's on-going job recruitment efforts. Dick's work on behalf of local small businesses has gained him their respect and support.
Dick will work towards greater uniformity of building and routine land use permitting across the County’s 13-plus permitting jurisdictions.
And Dick will work with PGE, the Energy Trust of Oregon, and others who can help provide short term loans to retrofit homes and businesses to be more energy efficient and sustainable, while putting construction people back to work in these critical next 2-5 years.

- Addressing Traffic and Congestion Issues:
Dick wants to address the County’s traffic congestion problems with a balanced approach. The County needs to build new roads to accommodate our growth, expand cost-effective transportation alternatives, and better integrate the County's land use, transportation and public health efforts.
- Protecting Vital Human Services:
Dick will work to re-allocate County funding to better address affordable housing, homelessness and lack of health insurance coverage for our residents. He knows the County should meet more of those basic human needs, and help alleviate real suffering in a more humane and cost-effective manner.
- Providing for Public Safety
Dick strongly supports our nationally accredited Sheriff's Office -- making sure it remains effective "Conservators of the Peace". His efforts include: consistently approving strong funding for our jail and other public safety facilities that serve the entire County; and campaigning hard to continue the Enhanced Sheriff's Patrol District for Aloha, Reedville and Cooper Mountain. Dick is proud to have the endorsement of Washington County's Sheriff Pat Garrett and recently retired Sheriff Rob Gordon in recognition of Dick's support for effective provision of public safety.
- And Ensuring Effective Governance
Dick believes in prudent County budgeting and protecting strong reserve balances to help us weather the current recession. He supports the County having some of the leanest County staffing in Oregon; and will make sure Aloha, Reedville and Cooper Mt. get the services they want and from the governing body they want to provide them. Dick is deeply engaged in current County efforts to update Aloha and Reedville's business plans.
